Spain’s Council of Ministers has just given the green light to the newest royal decree on gambling. This will bring 30 new responsible gaming measures into force. The Royal Decree of the Development of Safer Gaming Environments was an idea by the Ministry of Consumer Affairs and it comes right after last year’s decree that came out with new advertising restrictions.

The decree is centered around young people between 18 and 25, who are more vulnerable to inadequate casino messages. It also includes measures for all users.

As for the included measures, the list includes the definition of risk profiles according to consumer spending. A player is considered an intensive gambler if they gather a net loss of €600 (€200 for users aged under 25) over 3 subsequent weeks. There will also be a set of requirements for coping with such users.

New Precautions

Following the latest decree, operators will have to send warning messages when they identify harmful behavior and must also deliver a monthly summary of activity. In addition, they will be prohibited from forwarding promo material to such players and they must not involve them in VIP programs.

When it comes to players with this risk profile, they will be prohibited from utilizing credit cards for gambling purposes. If at-risk users do not reply to an operator’s attempt to interact within 72 hours, the brand must suspend the customer’s account.

Strict Measures

Based on the terms of the latest decree, gambling operators will not be entitled to send promos to people between 18 to 25 if they didn’t have any interaction with the business. Younger customers must also be provided with a message informing them that gambling at a lower age is linked with an increased risk of creating unsafe gambling behavior.

Other measures will also be introduced such as protections for those who look for safer gambling limitations on their accounts or registration on the latest national self-exclusion register.

All these rules will probably come into effect in about six months. However, operators that miss complying with the latest measures risk being fined up to €1m. In addition, they risk suspension of their license for six months.
