Denmark Sets New Licensing Rules for Casino Game Suppliers from 2025

Starting January 1, 2025, casino game suppliers aiming to provide services to Danish gambling operators will be required to obtain a license from the Danish Gambling Authority. This regulatory shift mandates that applications for these licenses will be accepted beginning September 1, 2024. To facilitate this transition, the Danish Gambling Authority has developed guidance materials and made application forms accessible online.

Prospective applicants can find comprehensive information under the “Game Suppliers” section on the Danish Gambling Authority’s website. The new regulations stipulate that game suppliers’ offerings—including games, game platforms, business procedures, and systems—must undergo rigorous testing and inspection by an accredited testing company. These tests must adhere to the Danish Gambling Authority’s certification program before any games can be provided to gambling operators.

The certification program is currently being revised to offer clearer guidance on the responsibilities of both casino operators and game suppliers. The updated version is anticipated to be ready for consultation by mid-July 2024 and will be officially implemented on January 1, 2025. Updated standard reports will also become available from this date.

New Registration Portal

In conjunction with the introduction of supplier licenses, the Danish Gambling Authority is set to launch a new portal named the ‘Games Register’ for managing game certificates. Scheduled to be operational by October 1, 2024, this portal will allow casino game supplier applicants to upload their information and game certificates as part of the application process, with login details provided upon application submission.

Importantly, existing game certificates and certifications under the current system will remain valid, which means that there will be no need for re-certification of games or systems that have already been tested and inspected. However, compliance with the new certification program will be mandatory from July 1, 2025, onwards.

Consequently, game suppliers and operators are encouraged to adopt the updated program as soon as it is available to ensure they meet the new compliance requirements. In a related development, earlier this week, the Danish Gambling Authority reported its Gross Gaming Revenue (GGR) for May, revealing a 3.4% year-on-year decrease.
